Environmental protection is a fundamental component of sustainable development and one of the key priorities for countries pursuing economic growth, social well-being, and European integration. For Macedonia, environmental policy extends beyond the conservation of natural resources; it is intricately linked to public health, climate resilience, economic competitiveness, and the country’s obligations as a candidate for membership in the European Union (EU). The harmonization of national legislation with the EU environmental acquis has accelerated reforms across sectors such as air quality, water management, waste management, biodiversity conservation, and climate action. However, international assessments consistently demonstrate that significant challenges remain in translating legislative commitments into effective implementation.

In the lack of national, continuous reports and analyses, the only manner to get the factual state of the environment is to utilize the reports done by referent international organizations. Reports prepared by the European Commission, the United Nations Development Programme (UNDP), the United Nations Economic Commission for Europe (UNECE), UNESCO, UNICEF, the World Health Organization (WHO), the World Bank, the Food and Agriculture Organization (FAO), and other international organizations identify a common set of environmental priorities for Macedonia. These include severe air pollution, increasing vulnerability to climate change, unsustainable management of water and natural resources, biodiversity loss, inadequate waste management, and limited institutional capacity. These environmental challenges are closely interconnected and have significant implications for human health, economic development, and the achievement of the Sustainable Development Goals (SDGs).

Air pollution – The most pressing environmental and public health challenge

Among all environmental concerns affecting Macedonia, air pollution has received the greatest attention from international organizations and is consistently regarded as the country’s most urgent environmental priority. Reports produced by the European Commission, the World Health Organization (WHO), the World Bank, the European Environment Agency (EEA), UNECE, and UNDP identify poor air quality as one of the most significant threats to public health, economic development, and environmental sustainability. Unlike many environmental challenges whose impacts emerge gradually over time, air pollution produces immediate and measurable consequences for human health, ecosystem integrity, and economic productivity.

Several urban centres regularly record concentrations of particulate matter (PM₂.₅ and PM₁₀) that exceed both European Union limit values and the stricter WHO Air Quality Guidelines. Winter pollution episodes are particularly severe, often lasting for weeks due to temperature inversions that trap pollutants in densely populated valleys. According to WHO assessments, prolonged exposure to fine particulate matter significantly increases the risk of cardiovascular disease, chronic respiratory illness, stroke, lung cancer, and premature mortality. International health assessments estimate that thousands of premature deaths each year in Macedonia are attributable to ambient air pollution, placing the country among the most affected in Europe.

The causes of air pollution are multidimensional and reflect decades of structural economic and energy-related challenges. Household heating remains one of the dominant sources of winter emissions. Many households continue to rely on firewood, coal, or other solid fuels because cleaner alternatives remain financially inaccessible or insufficiently available. While biomass has traditionally been regarded as a renewable resource, international organizations increasingly distinguish between sustainable biomass use and inefficient residential combustion, which generates high concentrations of particulate matter and black carbon. The World Bank argues that reducing household emissions will require not only technological improvements but also broader social policies addressing energy poverty.

Industrial activities constitute another major contributor. Although industrial production has declined since the transition from the socialist economy, several facilities continue operating with outdated technologies and limited emission control systems. Metallurgical complexes, energy production facilities, cement factories, and mining operations remain important local sources of sulphur dioxide, nitrogen oxides, heavy metals, and particulate emissions. The European Commission has repeatedly emphasized that enforcement of industrial emission standards remains inconsistent, despite gradual alignment with EU environmental legislation. Geographical and meteorological conditions significantly worsen the situation. Many Macedonian cities are located within enclosed valleys where winter temperature inversions restrict atmospheric circulation and prevent pollutants from dispersing. Consequently, even moderate emission levels can produce extremely high pollution concentrations during adverse weather conditions. This interaction between anthropogenic emissions and natural geography illustrates why technological solutions alone cannot fully resolve the problem without comprehensive emission reductions across all sectors.

The European Commission repeatedly notes that action plans often lack sufficient financial resources, institutional coordination, and enforcement mechanisms to achieve measurable improvements. Municipal governments frequently possess legal responsibilities for local air quality management but lack technical expertise and financial capacity to implement comprehensive mitigation measures. Consequently, pollution episodes continue despite the existence of sophisticated planning documents.

The economic implications of poor air quality extend far beyond healthcare costs. Lost productivity due to illness, increased healthcare expenditures, premature mortality, and declining labour efficiency impose substantial economic burdens. According to World Bank analyses, investments in cleaner energy systems, industrial modernization, sustainable transport, and energy efficiency should therefore be viewed not simply as environmental expenditures but as economically beneficial investments capable of generating significant long-term returns.

Climate change adaptation – building resilience in a changing environment

Climate change has emerged as one of the defining environmental and developmental challenges facing Macedonia. While air pollution represents the country’s most immediate environmental health crisis, climate change poses a longer-term systemic threat that affects every sector of society, including agriculture, water resources, biodiversity, forestry, energy production, infrastructure, and public health. International organizations increasingly argue that climate change should not be treated as an isolated environmental issue but rather as a cross-cutting development challenge requiring integrated governance and long-term strategic planning.

According to the IPCC,  the Western Balkans are among the European regions expected to experience particularly pronounced climate impacts during the twenty-first century. Macedonia has already recorded rising average temperatures, more frequent heatwaves, declining snow cover, increasingly irregular precipitation patterns, prolonged droughts, and a higher incidence of extreme weather events. These climatic changes threaten water availability, agricultural productivity, ecosystem stability, and human health, while simultaneously increasing the likelihood of floods, landslides, and forest fires.

One of the sectors most vulnerable to climate change is agriculture, which continues to play an important economic and social role, particularly in rural areas. Higher temperatures, changing rainfall patterns, and increased drought frequency reduce crop yields, threaten food security, and increase production costs. UNDP assessments emphasize that many farmers continue to rely on traditional agricultural practices that are poorly adapted to changing climatic conditions. Climate-resilient agriculture including efficient irrigation, drought-resistant crop varieties, improved soil management, and climate-informed planning has therefore become an increasingly important policy priority.

Climate change also places growing pressure on the country’s water resources. Reduced summer precipitation and increased evaporation affect river flows, reservoirs, and groundwater recharge, creating challenges for drinking water supply, irrigation, and hydropower generation. At the same time, more intense rainfall events increase the risk of flash flooding and infrastructure damage. International organizations argue that future water management must incorporate climate projections into planning decisions to ensure long-term resilience. Climate change also raises critical issues of social equity. WHO and UNICEF note that vulnerable populations including children, older persons, rural communities, and low-income households are disproportionately affected by heatwaves, food insecurity, water shortages, and climate-related disasters.

Water resources management – protecting a strategic national resource

Water resources constitute one of Macedonia’s most valuable natural assets, supporting domestic water supply, agriculture, hydropower production, industry, tourism, and ecosystem functioning. Despite favourable freshwater availability compared with several countries in the Mediterranean region, international organizations consistently identify water management as an emerging environmental priority due to deteriorating water quality, aging infrastructure, climate change, and weak institutional coordination. The international reports suggest that the principal challenge facing Macedonia is not necessarily water scarcity itself but the sustainable governance of increasingly vulnerable water resources.

The European Commission has repeatedly acknowledged that Macedonia has made considerable progress in aligning its water legislation with the EU Water Framework Directive and related directives concerning drinking water, urban wastewater treatment, groundwater protection, and flood risk management. Legislative harmonization represents a crucial step within the country’s EU accession process because effective water governance is regarded as one of the most technically demanding components of the environmental acquis. However, international assessments consistently conclude that legal reforms have advanced more rapidly than practical implementation.

One of the most significant problems concerns the deterioration of surface water quality. Major river systems, including the Vardar, Crna, Bregalnica, Pčinja, and Strumica rivers, continue to experience pollution originating from untreated municipal wastewater, industrial discharges, mining activities, agricultural runoff, and inadequate solid waste disposal. According to UNECE and the World Bank, many municipalities continue to discharge wastewater directly into rivers without adequate treatment because wastewater treatment infrastructure remains insufficient or outdated. Consequently, nutrient enrichment, microbiological contamination, and chemical pollution threaten aquatic ecosystems while reducing the suitability of water resources for recreation, irrigation, and drinking water abstraction.

Biodiversity and protected areas – conserving natural heritage under increasing pressure

Macedonia occupies a unique geographical position at the intersection of Mediterranean, continental, and alpine biogeographical regions, making it one of the richest countries in Europe in terms of biodiversity relative to its size. The country’s diverse landscapes including mountains, forests, wetlands, rivers, lakes, and grasslands support thousands of plant and animal species, many of which are endemic to the Balkan Peninsula. International organizations recognize Macedonia as a biodiversity hotspot whose ecosystems provide ecological, cultural, and economic benefits extending beyond national boundaries.

Despite this remarkable natural heritage, biodiversity conservation has become an increasingly urgent environmental priority. International assessments consistently conclude that habitat degradation, climate change, illegal logging, unsustainable infrastructure development, mining, urban expansion, pollution, and poorly managed tourism collectively threaten ecosystem integrity. These pressures are intensified by limited financial resources for conservation, insufficient ecological monitoring, and weak enforcement of environmental legislation.

The most internationally significant protected area is the Ohrid region, jointly shared with Albania. Lake Ohrid is one of the oldest lakes in the world, estimated to be between one and three million years old, and supports an exceptional concentration of endemic freshwater species found nowhere else on Earth. UNESCO has repeatedly highlighted the global importance of the region’s combined natural and cultural heritage. However, UNESCO monitoring missions have also expressed growing concern regarding illegal construction, shoreline urbanization, inadequate wastewater treatment, excessive tourism development, and habitat degradation. Several World Heritage Committee decisions have warned that unless stronger conservation measures are implemented, the Outstanding Universal Value of the site could be irreversibly damaged. The Ohrid case illustrates a broader governance dilemma evident throughout Macedonia. Economic development priorities frequently compete with conservation objectives. Tourism generates employment, local income, and foreign investment, yet poorly regulated tourism infrastructure may simultaneously undermine the environmental assets upon which tourism depends. International organizations therefore advocate sustainable tourism models that balance economic benefits with long-term ecosystem protection rather than maximizing short-term economic gains.

Beyond Ohrid, Macedonia has expanded its protected area network in recent years through the designation of new national parks and protected landscapes, including Shar Mountain National Park. This expansion represents considerable progress toward meeting international biodiversity targets established under the Convention on Biological Diversity and the EU Biodiversity Strategy. Nevertheless, international assessments emphasize that legal designation alone does not guarantee effective conservation.

Many protected areas continue to experience shortages of financial resources, professional staff, scientific monitoring programmes, and enforcement capacity. Park authorities often struggle to prevent illegal logging, wildlife poaching, unregulated grazing, illegal construction, and uncontrolled recreational activities. Consequently, management effectiveness frequently remains below international best practice despite formal legal protection.

Waste management and the transition toward a circular economy

Waste management remains one of the weakest components of Macedonia’s environmental sector and continues to present significant environmental, economic, and public health challenges. Reports consistently identify deficiencies in municipal waste collection, recycling systems, hazardous waste management, landfill operation, and institutional capacity. While legislative reforms have accelerated during the EU accession process, implementation continues to lag behind European standards.

Historically, waste management in Macedonia has relied primarily upon landfill disposal rather than waste prevention, recycling, or resource recovery. Numerous illegal dumping sites continue to operate across both urban and rural areas, contributing to soil contamination, groundwater pollution, landscape degradation, and greenhouse gas emissions. Open burning of waste, although prohibited, remains common in certain areas and contributes directly to local air pollution.

Municipal waste generation has increased steadily alongside urbanization, changing consumption patterns, and economic development. However, waste collection services remain uneven, particularly in rural municipalities where financial and technical resources are limited. According to World Bank assessments, regional disparities in waste management services contribute to unequal environmental conditions and increase risks to public health. One of the principal weaknesses concerns low recycling rates. Separate collection of paper, plastics, glass, metals, and organic waste remains underdeveloped compared with EU Member States. Recycling infrastructure is limited, markets for secondary raw materials remain weak, and public awareness regarding waste separation continues to be inconsistent. Consequently, substantial quantities of potentially valuable materials continue to be disposed of in landfills rather than being returned to productive economic use.

International organizations increasingly advocate a transition from the traditional linear economic model characterized by extraction, consumption, and disposal to a circular economy in which materials remain in productive use for as long as possible through reuse, repair, remanufacturing, and recycling. The European Green Deal identifies circular economy principles as central to sustainable economic development, resource efficiency, and climate mitigation. For Macedonia, adoption of circular economy practices represents not only an environmental obligation but also an opportunity for economic modernization and green job creation.

Behavioural change constitutes critical dimension of waste policy. UNDP emphasizes that public participation is indispensable for successful recycling systems because household waste separation depends upon citizen engagement. Environmental education campaigns, school programmes, community initiatives, and economic incentives may therefore play an essential role in improving recycling performance.

Forests, land degradation and natural resources

Forests and natural resources constitute one of Macedonia’s most valuable environmental assets, providing essential ecosystem services that support biodiversity conservation, climate regulation, water protection, agricultural productivity, and rural livelihoods. According to the reports forests cover approximately 40% of the country’s territory and play a crucial role in maintaining ecological stability. Beyond their ecological importance, forests contribute significantly to economic development through timber production, tourism, non-timber forest products, and ecosystem services that support agriculture and water management. Nevertheless, international assessments consistently identify unsustainable forest management, illegal logging, land degradation, forest fires, and climate change as significant threats to the long-term sustainability of these natural resources.

One of the principal concerns identified by international organizations is illegal logging. Although forestry legislation has improved considerably and forest management plans have become more comprehensive, enforcement remains inconsistent across different regions. The European Commission has repeatedly emphasized that insufficient monitoring, limited inspection capacity, and weak institutional coordination undermine effective forest governance. Illegal harvesting not only reduces forest cover but also contributes to biodiversity loss, soil erosion, and increased vulnerability to floods and landslides. In mountainous regions, where forests provide natural protection against erosion and regulate river catchments, forest degradation has consequences that extend well beyond the forestry sector.

Land degradation represents another major environmental concern. UNECE and FAO identify soil erosion, unsustainable agricultural practices, overgrazing, mining activities, and urban expansion as the principal drivers of land degradation in Macedonia. Steep terrain combined with deforestation accelerates erosion processes, reducing soil fertility and agricultural productivity while increasing sedimentation in rivers and reservoirs. In agricultural regions, unsustainable cultivation practices further contribute to declining soil quality and reduced resilience to climate change.

Mining activities also present significant environmental challenges. Macedonia possesses valuable mineral resources that contribute to economic development; however, international organizations have repeatedly stressed that mining operations require stronger environmental safeguards to prevent contamination of soil, groundwater, and surrounding ecosystems. Poorly managed mining waste, inadequate rehabilitation of abandoned sites, and accidental releases of pollutants continue to pose environmental risks in several regions of the country.

Environmental governance and institutional capacity

Environmental governance is widely regarded by international organizations as one of the most significant determinants of environmental performance in Macedonia. While considerable legislative progress has been achieved during the country’s EU accession process, implementation remains the greatest obstacle to achieving meaningful environmental improvements.

Over the past two decades, Macedonia has undertaken substantial reforms to harmonize its environmental legislation with the European Union environmental acquis. New laws have been adopted concerning environmental impact assessment, strategic environmental assessment, industrial emissions, waste management, water protection, air quality, and nature conservation. These reforms demonstrate the country’s commitment to European integration and sustainable development. However, international assessments repeatedly emphasize that legislative alignment alone does not guarantee environmental protection if implementation remains inadequate.

One of the most persistent governance challenges is limited institutional capacity. The Ministry of Environment and Physical Planning, environmental inspectorates, municipalities, and public utility companies frequently operate with limited financial resources, insufficient technical expertise, and shortages of qualified personnel. These constraints reduce the ability of institutions to monitor environmental conditions, enforce environmental legislation, conduct inspections, and implement national environmental strategies effectively.

Municipal governments face particularly significant challenges because decentralization has transferred increasing environmental responsibilities to local authorities without always providing sufficient financial or administrative capacity. Waste management, wastewater treatment, local air quality planning, and urban environmental management frequently depend upon municipalities that possess varying levels of expertise and financial resources. As a result, environmental performance differs across regions, creating inequalities in environmental quality and public services.

Another recurring issue concerns institutional fragmentation. Environmental responsibilities are distributed among multiple ministries, agencies, municipalities, public enterprises, and inspectorates. According to UNECE, overlapping mandates and insufficient coordination frequently result in duplication of responsibilities, inefficient use of resources, and inconsistent policy implementation. Environmental issues such as climate change, biodiversity conservation, water management, and energy transition require integrated governance because they involve multiple sectors simultaneously. Strengthening interinstitutional cooperation therefore remains a central recommendation across all international assessments.

Financial constraints further limit environmental governance. Many environmental strategies require substantial investment in infrastructure, monitoring systems, research, and institutional development. However, available financial resources often remain insufficient to support long-term implementation. International organizations recommend increasing public investment, strengthening access to international climate and environmental finance, and encouraging greater participation from the private sector through green investment and public-private partnerships.

Recommendations and conclusion

Macedonia should prioritize actions that address the most pressing environmental challenges while strengthening its capacity to implement existing environmental policies. The first priority should be reducing air pollution through the replacement of solid-fuel household heating, stricter industrial emission controls, investment in sustainable public transport, and the promotion of renewable energy sources. At the same time, greater investment is needed in wastewater treatment facilities, drinking water infrastructure, and integrated water resource management to improve water quality and ensure long-term water security.

Protecting biodiversity and natural ecosystems should remain a national priority by strengthening the management of protected areas, preventing illegal logging and construction, and restoring degraded ecosystems. The country should also accelerate the transition towards a circular economy by expanding waste collection and recycling systems, reducing illegal dumping, and encouraging resource efficiency. To ensure the success of these measures, environmental governance must be strengthened through increased institutional capacity, improved coordination among government institutions, stronger environmental inspections, and more effective enforcement of environmental legislation. Climate change adaptation should be integrated into all sectors of national planning, particularly agriculture, forestry, water management, and disaster risk reduction.

Achieving these priorities will require sustained financial investment, effective use of EU and international funding, and greater public participation. By focusing on these strategic priorities, Macedonia can improve environmental quality, protect public health, strengthen climate resilience, and advance its commitments under the European Union accession process and the Sustainable Development Goals.
